CALL FOR EXPRESSIONS OF INTEREST
LANDS SUITABLE FOR ZONING FOR A GREEN ENERGY PARK
Meath County Council invites Expressions of Interest for lands suitable for zoning for the purposes of a Green Energy Park capable of integrating renewable energy generation, energy storage, and large energy users, with the objective of promoting efficient and sustainable energy use.
This call follows the completion of an independent study that identified potentially suitable locations for the provision of a Green Energy Park in County Meath.
Location Criteria and Supporting Study
The lands should be proximate to (within 5km or where technically feasible) but not limited to the high capacity substations identified in the independent study commissioned by Meath County Council entitled:
“Strategic Sites for energy generation and potential co-location for large energy users in County Meath” which can be viewed here.
Interested parties are encouraged to review this document prior to making an expression of interest submission.
Government Policy (non exhaustive)
The Commission for Regulation of Utilities (CRU) has established a connection policy specifically for Large Energy Users (LEUs), which aims to balance security of supply, network constraints, and Ireland’s renewable energy targets while supporting economic growth and investment in energy infrastructure. Further, a Large Energy User Action Plan (LEAP) has been published by the Department of Enterprise, Tourism and Employment and the Department of Climate, Energy and the Environment, which sets out a plan-led approach to the location of very large energy user sectors including through identifying green energy park locations. All other relevant policies should be considered.
Invitation to make Expression of Interest Submissions
Expression of Interest Submissions identifying lands that are suitable for a Green Energy Park, and both meets the criteria set out in the study and is aligned with Government Policy, are invited from interested parties during the following period:
Opening date: Monday, 18 May 2026
Closing date: 4pm on Friday, 26 June 2026
Late or emailed expression of interest submissions will be considered as invalid and cannot be accepted.
Expression of Interest Submissions: Methods and Requirements
Expression of Interest submissions may be made by ONE medium only i.e. online or hard copy and made as follows by deadline of 4pm Friday 26 June 2026:
In writing marked ‘Expression of Interest-Lands Suitable for Zoning for a Green Energy Park” addressed to: Senior Executive Officer, Planning Department, Meath County Council, Buvinda House, Dublin Road, Navan, Co. Meath, C15 Y291
All expression of interest submissions must include the following information:
Name and address of the person or party making the expression of interest submission.
A map clearly identifying the lands concerned.
Confirmation of the submitter’s interest in the lands and where relevant, details of any organisation or company represented.
Any additional documentation demonstrating compliance with the criteria set out in section 3.3 under the scoring table identified in theindependent study.
Details of how the proposal complies with Government policy.
Please note that expression of interest submissions received by Meath County Council will be available for public viewing on the Council’s consultation portal and website, when compliant under General Data Protection Regulations (GDPR).
There is no guarantee that any lands included in submissions made in response to this consultation will be zoned for a Green Energy Park. No lands will be zoned purely on foot of this consultation. Lands can only be zoned by way of a formal process to make or vary a development plan. Only lands that are considered suitable and in line with the document, ‘Strategic sites for energy generation and potential co-location for large energy users in County Meath’, following analysis and assessment by Meath County Council may come forward as part of a formal variation of the Meath County Development Plan 2021-2027, as varied.

Please note that expression of interest submissions received by Meath County Council will be available for public viewing on the Council’s consultation portal and website, when compliant under General Data Protection Regulations (GDPR).
There is no guarantee that any lands included in submissions made in response to this consultation will be zoned for a Green Energy Park. No lands will be zoned purely on foot of this consultation. Lands can only be zoned by way of a formal process to make or vary a development plan. Only lands that are considered suitable and in line with the document, ‘Strategic sites for energy generation and potential co-location for large energy users in County Meath’, following analysis and assessment by Meath County Council may come forward as part of a formal variation of the Meath County Development Plan 2021-2027, as varied.
