Navan Cycle Scheme – Beechmount to Balreask Manor, Balreask Old, Navan, Co. Meath.

Notice is hereby given in accordance with the requirements of the above, that Meath County Council proposes to undertake the following development works in the townland of Balreask Old, Navan, Co. Meath:
- The provision of walking and cycling infrastructure for active travel along the R161 Trim Road in Navan, Co Meath. The proposed scheme includes for the construction of a two-way cycle facility and upgraded footway infrastructure on the western side of the R161 Trim Road between Beechmount Avenue and Balreask Manor.
- The provision of a one-way southbound cycle facility plus pedestrian footway on the eastern side of the R161 Trim Road between Balreask Village/Swanbrook and Canterbrook junctions.
- The provision of associated landscaping, public lighting, drainage, pedestrian and cycle crossings, boundary treatments, surfacing works, kerb re-alignments, raised tables and speed cushions along the scheme.
- The proposed works will be carried out mostly within existing road boundaries, with some minor setting back of public and private boundaries.
The development has been the subject of an Appropriate Assessment screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and the Planning and Development Acts 2000 – 2023, and screening for Environmental Impact Assessment under the EIA Directive 2011/92/EU, as amended by Directive 2014/52/EU. In accordance with Article 81 of the Planning & Development Regulations 2001 – 2025, Meath County Council has concluded from a screening determination, under Article 120(1B)(b)(i), that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment is not required.
Any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.
The plans and particulars of the proposed development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy during office hours at the offices of Meath County Council from WEDNESDAY 2ND APRIL 2025 to WEDNESDAY 30TH APRIL 2025 (excluding weekends, Public Holidays, and Bank Holidays) at the following locations:
