Notice of Proposed Development – Dunboyne to Clonee Active Travel Links
In accordance with the above regulations, Meath County Council proposes to carry out development, namely the Dunboyne to Clonee Active Travel Links, at L2221 Rooske Road, L2228 Station Road and R147 Old Navan Road from the Rooske Road, Dunboyne to the Meath / Fingal border at Clonee and along the southern bank of the Castle Stream from Castlefarm, Dunboyne to R149 at Clonee, in the townlands of Dunboyne, Loughsallagh, Castlefarm and Clonee County Meath.
The development will consist of active travel upgrades of L2228 Station Road (ca. 1.5km), R147 Old Navan Road (ca. 1.3km), L2221 Rooske Road (250m) and the development of a new off-road greenway facility from Castlefarm, Dunboyne, to R149 Lucan Road at Clonee (1.45km). The proposed active travel upgrades will comprise of road space reallocation and land take to accommodate two-way cycle tracks, one-way cycle tracks, shared pedestrian and cycle facilities, upgrade and widening of footpaths, provision of 6.0 to 6.5m wide road carriageways, upgrade of approaches to existing pedestrian and cyclist bridge crossing, traffic signal junction upgrades to accommodate both pedestrian and cyclist movement, general junction upgrades comprising of raised junction tables, raised side road tables, reduced junction radii, upgrade of existing and provision of new uncontrolled and controlled pedestrian and cyclist crossings, on-street car parking reconfiguration and upgrade and local relocation of existing bus stops.
The development has been the subject of an Appropriate Assessment screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and the Planning and Development Acts 2000-2023, and screening for Environmental Impact Assessment under the EIA Directive 2011/92/EU, as amended by Directive 2014/52/EU. In accordance with Article 81 of the Planning & Development Regulations 2001-2025, Meath County Council has concluded from a screening determination, under Article 120(1B)(b)(i), that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment is not required.
Any person may, within 4 weeks from the date of this notice, apply to An Coimisiún Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.
The plans and particulars of the proposed development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy during office hours at the offices of Meath County Council from 20 October 2025 to 18 November 2025 (excluding weekends, Public Holidays, and Bank Holidays) at the following locations:
