What is being Proposed?
Meath County Council is proposing to develop a portion of the Navan Cycle Scheme from Convent Road to Metges Road Junction which will provide high quality, safe, continuous, and consistent cycle and pedestrian facilities in Navan.
The proposed network will link the Convent Road Filtered Permeability Scheme to the Metges Road Junction and will improve pedestrian and cyclist safety and mobility and shall facilitate local recreational usage along with functional access to schools, employment, amenities, and services. The proposed network will also facilitate linkage to other networks being developed in and around Navan, enabling access to employment in Navan from further afield.


The Strategic Vision
A transition towards more sustainable modes of transport is essential to reduce Ireland’s carbon emissions and reach the Government’s goal to reduce carbon emissions to 30% by 2030 and net zero by 2050.
The development of cycle infrastructure is a key action in supporting the National & Local Climate Action Plans.  The proposed cycle network in Navan is fundamental to supporting the recently launched Meath Climate Action Plan 2024-2029 as it will deliver sustainable transport facilities and promote the use of such facilities, which aligns with objectives of numerous national, regional, and local government policies to reduce private car usage and associated emissions.

About Us
Meath County Council in partnership with the National Transport Authority are developing the Navan Cycle Scheme – Convent Road to Metges Road. Meath County Council have appointed Jacobs Engineering Ireland Limited as Technical Advisors to progress the preliminary design and planning phases of this active travel scheme.

Anticipated Timeline

NA3 Timeline:

Winter 2023: Option assessment and identification of emerging preferred option. Spring 2024: Emerging preferred option and non-statutory public consultation. Spring/Summer 2024: Preliminary design. Autumn/Winter 2024: Planning application submission and statutory public consultation.

Where we are now
The scheme is currently at the Phase 2 Concept Design and Option Development stage. Following the Option Development Appraisal and Identification process, the project team has now selected an Emerging Preferred Route for Convent Road to Metges Road Cycle/Pedestrian Scheme.  The project team has completed all topographical, traffic and ecological surveys/investigations and have identified all of the potentially impacted properties. 

Route Corridor Map
The proposed scheme between the existing Convent Road scheme and the Metges Road/Kentstown Road junction shall deliver high quality cycle and pedestrian facilities and an improved public realm along a route corridor of approximately 1.4km. The Emerging Preferred Route will link the Convent Road Filtered Permeability Scheme to the Metges Road Junction to the east of Navan town. The Emerging Preferred Route shall introduce improved cycling and pedestrian infrastructure with the introduction of new 2-way cycle tracks running for the majority of the route in addition to improving safety at junctions for cyclists and pedestrians.

Next Steps: Non-Statutory Public Consultation
We now wish to consult with the public on the Convent Road to Metges Road Emerging Preferred Route and Meath County Council is opening a process of public consultation which will run for 4 weeks from Wednesday 6th March to Wednesday 3rd April 2024. 

We are keen to get a wide range of views and we want to engage with as many people as possible in the consultation process, so that we can be confident that the proposed scheme is the best way forward. If members of local communities, cyclists, pedestrians, and other road users, interested individuals or groups have any comments in relation to the proposed Convent Road to Metges Road Emerging Preferred Route, we will use the submissions received to inform the preliminary design process for the scheme, that will be further consulted on later in 2024 via a Statutory process.

Meath County Council will host an in-person consultation event on Tuesday 5th March 2024 between 3pm and 7pm in the Dowth Suite at the Newgrange Hotel in Navan to present the Emerging Preferred Route.
