What is being Proposed
Meath County Council is proposing to develop a portion of the Navan Cycle Scheme from Balreask Manor to Balreask Cross which will provide high quality, safe, continuous, and consistent cycle and pedestrian facilities in Navan.
The Proposed Scheme consists of a 0.7km walking and cycling route between Balreask Manor and Balreask Cross along the R161 Trim Road. The Proposed Scheme will link the Beechmount to Balreask Manor Scheme (currently at planning) to the Navan to Trim Pathfinder Scheme (currently at design stage) – extending the town’s radial cycle network. The Proposed Scheme seeks to extend Route NA7 of the Navan Town Network outlined in the 2022 Greater Dublin Area Cycle Network Plan.
The proposed network will improve pedestrian and cyclist safety and mobility and will facilitate local recreational usage along with functional access to schools, employment, amenities, and services.
The proposed network will also facilitate linkage to other networks being developed in and around Navan, enabling access to employment in Navan from further afield.
The Strategic Vision
A transition towards more sustainable modes of transport is essential to reduce Ireland’s carbon emissions and reach the Government’s goal to reduce carbon emissions to 30% by 2030 and 80% by 2050.
The development of the proposed cycle network in Navan is fundamental to this strategic vision as it will deliver sustainable transport facilities and promote the use of such facilities, which aligns with objectives of numerous national, regional, and local government polices to reduce private car usage and associated emissions.
About Us
Meath County Council in partnership with the National Transport Authority are developing the Navan Cycle Scheme – Balreask Manor to Balreask Cross. Meath County Council have appointed Jacobs Engineering Ireland Limited as Technical Advisors to progress the planning and design phases.
Project Scope and Anticipated Timeline
The schemes are currently at Phase 2 Concept Design and Option Development. Stakeholder consultation throughout all phases will be ongoing and it is intended that a non-statutory public consultation on the Preferred Route will take place later in 2025. Below is currently the timeline foreseen.
Route Corridor Map
The proposed scheme between Balreask Manor and Balreask Cross shall deliver high quality cycle and pedestrian facilities and an improved public realm amenity along an area falling south of Navan Town Centre, County Meath along the R161 (Trim Road) from Balreask Manor to Balreask Cross.
