NOTICE OF PROPOSED DEVELOPMENT

N51 PARK AND RIDE FACILITY

Notice is hereby given in accordance with the requirements of the above regulations that Meath County Council proposes to undertake the following development in the Townland of Moathill in Navan, County Meath. The proposed development will consist of:

A new offline bus bay along the westbound lane of the N51 (Road Number N-51-1) capable of accommodating up to 4 large coaches, incorporating two new bus shelters, a new bus stand area and cycle parking; a new Park and Ride car parking area capable of accommodating a total of 181 car parking spaces, including 6 no. mobility impaired parking spaces and 18 no. e-car charging spaces; and associated accommodation & fencing works, public lighting, a CCTV system, landscaping works, surface water drainage works and ancillary works.

The proposed car parking area will be accessed by a new vehicular two-way access located at the western end of the proposed site and will incorporate a ghost right turning lane for northbound traffic on the N51, and 3 no. pedestrian walkways accessed from the footway along the N51. Each pedestrian walkway will facilitate mobility impaired access. It is proposed to provide 20 no. bicycle parking stands within the park and ride facility to facilitate cyclists wishing to avail of the proposed facility.

A pedestrian access to St. Patrick’s Classical School will be provided as part of the facility. This will provide a safe route from the proposed bus stops and will provide a link for cyclists to the public cycling infrastructure on the N51.

The plans and particulars of the proposed development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy during office hours at the offices of Meath County Council, from Monday the 19th of October 2020 to Tuesday the 17th of November 2020 at the following location:

Plans and particulars of the proposed development will also be available for inspection on Meath County Council’s web site www.meath.ie

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made in writing to the Local Authority: Planning Department, Meath County Council, Buvinda House, Dublin Road, Navan, Co. Meath, through the Council’s website (www.meath.ie or https://consult.meath.ie) or emailed to planning@meathcoco.ie on or before Tuesday the 1st of December 2020.

In accordance with Article 81(2)(ca) of the Planning & Development Regulations 2001 (as amended), Meath County Council has concluded from a screening determination under Article 120(1B)(b)(i) that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment is not required.

Any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.
