PROPOSED AMENDMENTS TO THE

MEATH COUNTY DEVELOPMENT CONTRIBUTION SCHEME

2016 - 2021

Notice is hereby given that Meath County Council, being the Planning Authority located in County Meath, has reviewed and proposed amendments to the Meath County Development Contribution Scheme 2016 - 2021, in accordance with the provisions of Section 48 of the Planning and Development Acts 2000 to 2017.

Proposed Amendments to the Scheme

Proposed Amendment No. 1

 

Include the following clarification:

Exemptions and reductions shall not apply to Special Development Contributions.

 

Rationale:      For the purpose of clarity.

 

Proposed Amendment No. 2

 

Propose new category for “Other” developments not listed in the current Scheme e.g. energy storage facility.

Rationale:       To reflect the potential impact on infrastructure. 

 

Proposed Amendment No. 3

 

Include the following clarification:

Exemptions and reductions shall not apply to permissions for retention of development.

 

Rationale:     To reflect the 2013 Development Contribution Guidelines for Planning Authorities. 

 

Proposed Amendment No. 4

 

Include exemption of 100% from development contributions for social housing units supplied to the Local Authority by an Approved Housing Body or units provided by the Local Authority itself.

 

Rationale:     To support the delivery of social housing units.

 

Proposed Amendment No. 5

 

Include exemption of 100% from development contributions for any telecommunications infrastructure, both mobile and broadband being developed as part of a Government endorsed telecommunications strategy, plan or initiative. 

 

Rationale:   To comply with Section 28(1C) of the Planning and Development Acts 2000 - 2017 (Circular Letter PL 03/2018).

 

Proposed Amendment No. 6

 

To include the Boat Slipways Project in the list of Projects that may be funded from development contributions. 

 

Rationale:      This project is included in the Capital Programme 2018 – 2020.

 

 

These proposed amendments to the Meath County Development Contribution Scheme 2016 - 2021 will also be available for inspection during normal working hours from 7th August, to 18th September, 2018 at the following locations:-

• Meath County Council Civic Offices, Buvinda House, Dublin Road, Navan, Co. Meath – Monday to Friday between 9.00am – 1.00pm and 2.00pm – 4.00pm.

The following Civic Offices during normal office opening hours:-

• Kells Municipal District, Kells Civic Office,  Headfort Place, Kells, A82 W2R3 from 9.00am – 1.00pm and 2.00pm – 5.00pm (5.15pm Monday)

• Laytown-Bettystown Municipal District, Duleek Civic Office, Main Street, Duleek, A92 R9KW from 9.00am – 1.00pm and 2.00pm – 5.00pm (5.15pm Monday)

• Ratoath Municipal District, Dunshauglin Civic Office, Drumree Road, Dunshaughlin A85 XK20 from 9.00am – 1.00pm and 2.00pm – 5.00pm (5.15pm Monday)

• Trim Municipal District, Trim Civic Office, Mornington House,  Summerhill Road, Trim C15 P2HE from 9.00am – 1.00pm and 2.00pm – 5.00pm (5.15pm Monday)

• Ashbourne Municipal District, Ashbourne Civic Office, 1 -2 Killegland Square Upper, Ashbourne, A84 NY73 from 9.00am – 1.00pm and 2.00pm – 5.00pm (5.15pm Monday)

Submissions or observations in respect of the amendments to the Meath County Development Contribution Scheme 2016 - 2021 may be made through this portal, in writing to the Senior Executive Officer, Planning Department, Meath County Council, Buvinda House, Dublin Road, Navan, Co. Meath or by email to contribscheme@meathcoco.ie and clearly marked “Amendments to the Meath County Development Contribution Scheme 2016 - 2021” before 4.00pm on 18th September, 2018.
