New and improved Walking and Cycling facilities and traffic calming measures under the Safe Routes to School Scheme for
St. Stephen’s National School, Navan, Co. Meath
Notice is hereby given in accordance with the requirements of the above, that Meath County Council proposes to undertake the following development:
New and improved walking and cycling infrastructure with traffic calming measures in Johnstown Wood (townlands of Bailis and Alexander Reid), Navan, Co. Meath. The proposed development includes:
- Construction of traffic calming measures, new and upgraded cycle and pedestrian facilities on both sides of the L5057, from its junction with Beech Drive, L50574 to the roundabout adjacent to the Johnstown Education Campus.
- Upgrading of existing pedestrian crossing on the L5057 to link with new pathways extending north to Birch Lawns L50572, south to Beech Drive L50574, and south-east to the Johnstown Education Campus boundary.
- A new gated non-vehicular access to Johnstown Education Campus and new footpaths within the campus.
- The construction of traffic calming measures, new and upgraded pedestrian crossings at the roundabout adjacent to Johnstown Education Campus.
- Upgraded pedestrian crossing at the junction of the L5057-Beech Drive L50574.
- Associated landscaping, traffic signals, road markings, signage, public lighting, drainage and ancillary works.
The development has been the subject of an Appropriate Assessment screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and the Planning and Development Acts 2000 -2022, and screening for Environmental Impact Assessment under the EIA Directive 2011/92/EU, as amended by Directive 2014/52/EU. In accordance with Article 81 of the Planning and Development Regulations 2001-2024, Meath County Council has concluded from a preliminary examination under Article 120(1)(b)(i), that there is no real likelihood of significant effects on any ‘European site’ arising from the proposed development and that an Environmental Impact Assessment is not required.
Any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanala for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.
Plans and particulars of the proposed development will be available for inspection or purchased at a fee not exceeding the reasonable cost of making a copy during office hours at the offices of Meath County Council from Monday 23rd December 2024 to Thursday 30th January 2025 (excluding Tuesday 24th December 2024 to 1st January 2025 inclusive, weekends, Public Holidays, and Bank Holidays) at the following locations:
- The Planning Section, Meath County Council, Buvinda House, Dublin Road, Navan, Co Meath, C15 Y291 (Inspection and purchase)

Submissions and observations with respect to the proposed development dealing with the proper planning and sustainable development of the area in which the scheme would be situated may be made in writing to the Planning Department, Meath County Council, Buvinda House, Dublin Road, Navan, Co Meath, C15 Y291 or via the online web portal https://planning.localgov.ie/ under Part 8 Reference: PT8MH179 on or before Friday 14th February 2025.
