Meath Adopted County Development Plan
Please note that this is the Original Meath County Development Plan 2021-2027 (adopted on the 22nd September, 2021). Following the adoption of Variation No. 1 & Variation No. 2 on the 13th May, 2024, this Plan has now been superseded by the Consolidated version. The plan has been prepared in accordance with the provisions of Sections 11 and 12 of the Planning and Development Acts 2000-2021. It is accompanied by an Environmental Report, prepared in accordance with the Planning and Development (Strategic Environmental Assessment) Regulations 2004 and an Appropriate Assessment, pursuant to Article 6 of the Habitats Directive.
The Plan takes effect from 3 November, 2021.
Minister of State at the Department of Housing, Local Government and Heritage in exercise of the powers conferred on him by section 31 of the Planning and Development Act 2000 (as amended) (“the Act”), and consequent to a recommendation made to him by the Office of the Planning Regulator under section 31AN(4) of the Act issued a Direction to Meath County Council on matters relating to the Meath County Development Plan 2021-2027 dated 28 January, 2022. Consequently all zonings which were the subject of the Direction have been amended accordingly. A copy of the Direction is contained in Appendix 16.
JUDGEMENTS ON FOOT OF LEGAL CHALLENGES TO THE |
JUDGEMENT RELATING TO SOUTHERN ENVIRONS OF DROGHEDA
Consequent upon the Order of the High Court made on the 3rd May 2023 in proceedings 2021 No. 958 JR the following changes have been made to the Meath County Development Plan 2021-2027:
- Removal of Sheet 35(a) Southern Environs of Drogheda, Sheet 35(a) Southern Environs of Drogheda-Combined, and Sheet 35(b) Heritage, but only insofar as relates to the A2 Residential Zoned lands in the Southern Environs of Drogheda (not including any lands that were Zoned A2 Phase I in the previous Meath County Development Plan). The order provides that these lands will be rezoned WL (White Lands).
- Removal of the last three paragraphs of section 2.8.1.1 of Chapter 2 - Core Strategy; and
- Removal of the figure “178.70” in the table to section 2.10.4, Column I, Row 1; of Chapter 2 - Core Strategy.
The aforementioned Land Use Zoning Maps and Chapter 2 Core Strategy of the Meath County Development Plan 2021-2027 have been amended to reflect this judgement. The rezoning of these lands and removal of this text from the Meath County Development Plan 2021-2027 shall not affect any existing development consents granted in these areas.

JUDGEMENT RELATING TO MATERIAL AMENDMENT NO.5 DUNBOYNE-CLONEE-PACE
Consequent upon the Judgements and Order of Mr Justice Humphrey in Hickwell Limited & Hickcastle Limited v Meath County Council (no.1) [2022] IEHC 418 and Hickwell Limited & Hickcastle Limited v Meath County Council (no.2) [2022]IEHC 631, the entire indicative road route through area MP2 and MP3 (also referenced as area MP23 and MP24 in the Meath County Development Plan 2021-2027), originally delineated in land use Zoning Map Sheet 13(a) (Dunboyne-Clonee-Pace Land Use Zoning Map) to the adopted Meath County Development Plan 2021-2027, has been removed and land use Zoning Map 13(a) and associated Written Statement text has been amended accordingly. The removal of the indicative road route from the Meath County Development Plan 2021-2027 shall not affect any existing development consents granted in these areas.
